Head for Florida. In the Everglades National Park, the Park authorities authorise a concession to run a boat trip in the Ten Thousand Islands area out of Everglades City. You can also spot dolphin from the beach on Captiva and Sanibel islands and there are a plethora of operators running dolphin spotting trips from many of the major resorts up and down the coast.
